End User : Ministry of Health (MOH)

Duties:

• General - Attending the Progress Review Meeting, Commercial Meeting, NSC/DC Commencement Meeting, etc. as the Cost Consultant
• Pre-Contract - Budget Estimation, Cost plans, Preparation of BOQs and Tender Documents of the NSC and DC packages, Preparation of Tender Evaluation Reports of NSC and DC packages,  
• Post Contract - Assessment of Interim Payment Applications, Valuation of Variations, Preparation of Cost Comparison Reports, Preparation of Monthly Financial Report, Final Accounts, Writing all types of Letters.
• Preparing various reports in terms of commercial aspect for RCA (Royal Court Affairs) and DQSC (Director of Quantity Surveying & Contracts).
• Presenting the commercial statues of the project at the MOH (Ministry of Health) meeting as the Cost Consultant.
• Evaluation, Negotiation, and Settlement of Claims.

Project1: Expansion of Muscat and Salala International Airports Project

(RO 450 million (Main Contract 01 - Infrastructure)) 

A multidisciplinary project which has all types of construction works in Sultanate of Oman. There are 10 Main Contracts (MC) delivering the new Muscat and Salalah International airport and 3 Standard Nationwide Contracts (SNC) for all airports.

Duties:

Pre Contract Stage

• Preparation of Cost Estimates in the feasibility and Design stages 
• Preparation of Bill of Quantities and Tender documents
• Writing letters 

Post Contract Stage

• Directly reporting to the Commercial Manager
• Assessment of Contractor’s interim payment application and delivering 
• Valuation of variations
• Evaluation of Contractor’s Star Rate and negotiation
• Participating to Value Engineering workshops
• Documentation and record keeping
• Costing the Engineering Instructions and submitting to the Employer
• Maintaining the registers such as; EI, Variations, etc. 
• Writing reports to the Engineer regarding the Commercial and Contractual aspect of the Disputed items 
• Pricing of Non-Conformance Report (NCR) and presenting and obtaining approval from the Director of Commercial & Contracts and subsequently incorporating to the interim payment certificates
• Attending to the Progress review meetings 
• Conducting meeting with the Contractor in respect of Costing issues
• Writing Contractual letters 
• Assessment of final measurement
